- Add `--inmemory-zone flag`
- Implement `InMemoryZoneInit` function to setup initial zones for
  inmemory provider
- Make "" the default zone for the inmemory provider instead of
  nil/none when no initial zones are specified
- Update config/flag parsing tests to accept new flag
